D&E both describe graphs that are related to population size. Density is related to the size of something (like a population), so not A. Since B also contains the term "density," it is connected (maybe just by semantics) to population size. I would go with C. within. A change within a population could be a change in allele/gene frequency, which is what I suspect the question is getting at. For instance, "Within the elephant population of Africa, there has been an increase in the ratio of male to female elephants." There, the overall population size is not changing--just a characteristic of the population is changing.
