100% of Hawaii's borders are coast. Or did you mean the longest coast? Or did you mean the greatest volume of water? Or did you mean the farthest distance before you reach land?

Alaska has the longest coastline of all, in the lower 48 it is Michigan, if you truly mean the most water around it then I would have to say the island state of Hawaii

It may be the 2 off-mainland states: ALASKA and HAWAII. Alaska, because of its great area, covers the longest coastline. But talking about really surrounded, it shall be Hawaii.

hawaii is the most surrounded by water, whereas alaska is #1 in being surrounded by most of the water( alaska has the longest coastline)

if you mean literally, Alaska, cause of it's size it is surrounded by more water the the entire west coast. I think.....but you might just be looking for Hawaii
