Look in Control Panel (in the start menu) and find Sounds Speech and Audio devices. You may find that the sound card has been Muted. Uncheck the mute box and it should all burst into life.
If it doesn't take it back to the shop.

It looks like you need to reinstall the drivers for the soundcard. If it is a brand name computer, they usually come with a driver cd. But if you reinstalled your operating system with a generic windows version I'll assume, then you have to go to the website of your motherboard maker and search for the sound card drivers. Sometimes you can find it on the cd that came with the motherboard itself.

Is it the volume on the PC? Perhaps they have muted the PC.
Are the speakers connected to the mains. Some need a power supply?

It's just a matter of changing a setting somewhere (I have had this before) - but unfortunately I don't know which setting. Contact manufacturer who should be able to enlighten you. Good luck.
