I was just meditating over that not two days ago while in the crapper. Considering that I've used newspaper hanging from a rusty piece of wire/ holding hook in a place in Mexico which wasn't a bathroom but a hole in the ground and a little shack with a wooden board with a hole in the middle, I'd say I'll die a happy man if I never have to do that again. Oh, to answer your question, I'd say over.

If the toilet paper is to the right it should be over. Toilet paper to the left should go under.

i really prefer it over, its much easier. But I'm mostly just happy if its on the holder at all. Why is it so hard for people to put the new roll on when the old one is empty? Everytime I walk in my children's bathroom there is a roll sitting on the counter.

Over. When it's under it tends to roll down some and the dog gets hold of it and pulls it all over the place.

I prefer when my brother places the roll on the back of the toilet, so that it can accidentally get knocked into the toilet.
