yes it does but there is a church in Illinois that has those same so called values but the white is replaced with black

No it reads like you want something for yourself and that you're proud of your heritage. And that's fine by some blacks. I know it's fine by me! If you feel that you need or want to stay in a separate world from others and stay only in a world with whites, go for it! Every individual should be entitled to be who they are from within. I would respect that. You stay in your world, and I'll stay in mine. Now there is only one globe. And we're not going to split it. But as far as anyone wanting to be territorial, hey.......do you! As a matter of fact, I think if the message had a little color to it, it might have some flavor. So why don't I just give it flavor:
Commitment to all Communities no matter what color
Commitment to all Families no matter what color
Dedication to the Pursuit of Education for everyone no matter what color
Dedication to the Pursuit of Excellence for everyone no matter what color
Adherence to the Work Ethic for all people no matter what color
Commitment to Self-Discipline and Self-Respect to everyone no matter what color
Pledge to make the fruits of all developing and acquired skills available to all Communities no matter what color
Pledge to Allocate Regularly, a Portion of Personal Resources for Strengthening and Supporting all Institutions no matter what color
Pledge allegiance to all leadership who espouse and embrace the Value System for all people no matter what color
Personal commitment to embracement the Value System for everyone no matter what color

Yes, it does, because it lumps a whole bunch of ethnicities together as a single "race" that in this country makes up more than half the population. If on the other hand, it had been a single ethnicity, such as "Commitment to the Italian-American Community" or "Commitment to the Irish-American Family," then I wouldn't have a problem with it at all. Well, OK, I'd still have a problem with any group claiming to have its own Work Ethic or Values System, unless someone was prepared to go into detail about what that meant.
Do you understand the distinction I'm drawing here?

Yes.
Some of the items imply that things like Work Ethic are a White thing, rather than a human thing.
All citizens already support white institutions, as whites run almost everything.
What you could do is try to become a human being.
THAT would be a good thing.
(What's "the White Value System"? The only thing that could mean is a system that devalues everyone else. That's why it's racist. In a society owned and largely controlled by whites, there's no need for such pledges and commitments.)

I think it may provoke a lot of negative reactions because it sounds like something a white supremacist would promote. This is probably due to the assumption that these elements of white culture are not at risk, therefore it would be an example of an ethnic majority attempting to hold onto special privelege and power.
Within many of our lifetimes, however, America will no longer have a single dominant majority (if 'white' really counts as a single ethnicity). While I myself would rather be a part of a multi-racial, cosmopolitan experience, I personally have no problem with those who wish to retain their own traditions - as long as they do so without inflicting harm on others.

No, because nowhere in your list did you degrad another race, there is nothing wrong with wanting better for your race as long as you are not trying to plot the down fall of others... and sadly that is what some white groups do so they are racist

Sounds like a motto or list that was created by an African-American group that you simply changed the word "black" to "white". It is only racist if with "white" if you used "black" then it would be Politically Correct and OK. (According to the Libs at least)

To me, no. But then I understand that being pro-white doesn't automatically make something racist anymore than something being pro-black does. Such things only beocme racist when the idea is not to strengthen a group, but to tear down another. When is changes from saying "We are strong because...." to saying, "They are weak and inferior becasue..."
