It is the study of how information is transmitted and understood. One of the early tests proposed in information theory was/is the Turing test where a person using a computer terminal asks questions and based on the answers attempts to determine whether the answers are being returned by a person typing on another keyboard or a computer programmed to respond. Understanding how language works, what is needed for translation, and how much redundancy is needed are the kinds of things explored in information theory.
