Though time often does make it easier to bear many wounds, I don't think that it can truly heal a person completely. Especially the more devastating and the more impact these wounds originally have.
It's very similar to a real, physical wound. You get hurt, and the wound is open, hurting as anything inside comes into contact with the outside world. Gradually, it begins to heal, whether you help it along, or not. As it heals, it still hurts, and it itches at you, but heal it does. Finally, the wound is completely healed...or is it? No, it's not. The wound leaves a scar, that will remain with you for the rest of your life. So in that sense, no, time can never fully heal every wound. The scar, the memory, the pain, will always remain.
Also, I wouldn't say that time *heals* all wounds. It does nothing of the sort. Time doesn't make everything all better, no matter how much time passes after gaining the wound. It merely dulls the pain, to the point where we can push it to the backs of our minds, as memories. Or, in some cases, the "healing" process never begins, and people carry their pain openly for the rest of their lives.
If time really does heal all wounds, then it takes too long. A portion of people don't have the patience to let time help, and they find different ways to make the pain go away, some dangerous, some irresponsible, some fatal. Much as I wish time could heal all wounds, I don't think that that's really the case. (But this is all "philosophical." In the real world, yes, of course time heals. I mean, we're still happy, right? ^__^)

Time is only a concept in the physical realm of our world. In essence time does not exists. Healing is a process from within and in our physical world time seems to heal all wounds but in actuality it’s our acceptance, forgiveness and inner will to love and let go that heals our hurts.

Heal them no but it does put some mental distance between the here and now and the unpleasant event or situation. If you want to test this theory just try to imagine a bad thing that happened to you or how it felt to loose someone close to you and if you let it how easy it would be for that memory to consume you and cause or be the catalyst for a bout of depression. Time will create the distance between the painful event and the here and now so that you are able to interrupt the unpleasant thought with some other more current or pressing thought (pleasant or unpleasant) without too much trouble and thereby distract your self.

I think time "numbs" rather than heals certains wounds in some cases. I think it depends on how critical the wound.

No, not really. The passage of time just dulls the sharpness of the pain and allows you to carry on, but the effect of the wound remains because it has changed you in some way. It will always leave a mark.
