There are so many great ones that I can not name just one. It is very hard to determine who is the best because some drummers do not fair well in different genres. Take, for instance, Neil Peart. He is phenomenal with Rush, but when I heard a tribute album to jazz, he had trouble adjusting to the flow. Anyhow, here's a short list of my faves (in no order of preference):
Jazz: Steve Smith
Dave Weckl
Omar Hakim
Rock: Carl Palmer (ELP)
Will Calhoun (Living Colour)
Ginger Baker (Cream)
Keith Moon (The Who)
Scott Rockenfield (Queensryche)
Neil Peart (Rush)
Bill Bruford (Yes-old Yes)
Metal: Vinnie Paul (Pantera) fastest double-kicking I have ever heard!
I could go on and on, but these are some fantastic drummers! They are all unique in their approach to the music.
Special mention to Rick Allen. His drumming on the "High and dry" album was great, we know the rest of the story.

honorable mention to the Def Leppard drummer (sorry name is escaping me at the moment) for still being able to rock a drum kit with only 3 limbs.

Dave Lombardo from Slayer. No discussion.
Tommy Lee could not even do a basic drumline for a demonstration for some college kids I saw on TV.
My man from Rush is another good one Niel Pert.
