The best solution would be to get hold of a trial version of a decent web site building program and start there. Many of them have tutorials that walk you through the process. If you find there are things you might have in mind that the program can't do, then you will want to look into learning HTML/CSS
Unless you are building one heck of a SERIOUS site, you probably don't really need HTML knowledge, because there are just too many programs that do a very good job without such knowledge. An unpopular notion among professionals, but that's the reality.

I'm a web programmer for 3-4 years now.
I started by learning HTML. It hard at first, but after you learn HTML other languages will go easy.
Find a good book on HTML, and some on line tutorials will help with code. That should be a good start.

depends on what kind of website.
you could try myspace.com, for a blog or something like this.

but to make a site in the real meaning of this word, use some hosting sites. i guess you're a beginner and you don't know too much HTML to make a site on Microsoft Front Page or some program.

try this hosts:
- geocities.yahoo.com
- www.webspawner.com

No HTLM or any web coding need to know coding
Easy to Copy and Paste text and picture upload
No limit on uploaded stuff, you can create as many secondary pages as you want or create another website and easily direct traffic from one page to another.

I use www.godaddy.com for my website. They provide great templates, and easy to use instructions. Best of all, they have 24/7 help line with real live English speaking and helpful folks who answer any question. Their prices are the best I've seen, so whether you are blogging (mine is www.dagneysrant.com) or are setting up your company's website, they are very affordable. Good Luck!

I've written an article about this. It's pretty good as an overview and links to many good resources I've personally found to help, at the beginning and now.
