i have been posting resumes on monster, career builder. no luck.
can someone truely tell me what am or not doing?

Make sure your resume is focused on your job objective. If it is too general it might not stand out from the pack. The people sorting through the thousands of resumes on these sites only spend about 3 to 20 seconds on each one.

Keywords are extremely important for resumes posted on job search sites. Many employers search resumes this way so make sure you have all job specific keywords in your resume.

Also send your resume to employers you are interested in, along with a great cover letter - to the attention of the person directly responsible for hiring (call and ask nicely - sometimes it works). Don't wait for them to find you :-)

I'm a recruiter and here's a tip, real HR people don't look for resumes on any site. You have to apply to specific jobs. We're not looking to hire someone who wants to sit back and let jobs come to them. When you sumbit a resume you tailor it to the job and write a cover letter explaining why you want it and hope they'll pick you. A generic resume online won't interest anyone. Also, for one job alone I can have 100 resumes come to me, so why would I search. Start being proactive and sending out your resume to specific ads and you'll see a difference. Take the time to follow ad instrucions too, if they want a cover letter, that doesn't mean a two sentence email. Good Luck!

Look on yahoo yellow pages for companies in your field. Call and find out if they have openings and if you can fax over your resume and to who's attention. If they don't have an opening ask them if they know someone who does. Follow up with call to person you faxed to in 3-5 days

Try Yahoos and Hotjobs too. You may have to be proactive in seeking a position, not everyone is looking for you they are waiting for you to find them.

You can search for jobs on these sites and sibmit your resume.Try craigslist and snagajob.
