I had a quote from Pep boys saying I needed a new radiator and new r & r radiator. What is the r & r radiator and is it necessary?

Remove and replace. They probably itemized the labor as r&r I wouldn't let Pep Boys replace a gas cap.

R & R ... means remove and replace --- take off a part and put on a new part....the labor cost for r&r ... and please do not believe that pep boys is the place for this work ... you need to go to a radiator shop and get a second estimate and save by maybe only needing to have the radiator repaired ___ that car part is expensive ----- look in the jello pages and find radiator shops in the phone book of your city

R & R just means "remove and replace". This is just the labor to replace your radiator.
