No. You would be in actual, physical control of the vehicle. This is how they bust drunk drivers before they have actually driven anywhere.

Katie - don't even think about it, as the risk is to great.
You must have a good mate who can drive and help you out.
Or if you have a relative or mate who belongs to green flag tell them to tell green flag that they are in the car with you and the car is broken down then they will send someone to tow your car back to your destination.( Naughty but works - my mates car broke down in Blackburn at 11pm told them he was his Brother and they Towed us all the way back to Brighton ! )

NO...! If you get stopped, its a night in the nick. Taken to court the next available day ( that could be 4 days in a cell on a bank holiday ) and dont expect ANY leniency. Judges consider driving whilst banned as a kick in the balls and treat you accordingly. YOU HAVE BEEN WARNED...!

Yup it would be illegal for you to operate a broken down car.

F.Y.I
Most places it is even illegal to tow a car with another vehicle and a tow rope or chain.

something to consider when a tow truck may cost less than fines or injury / liability

Besides being extremely dangerous, or perhaps because of it, towing a car in this fashion on a public road is illegal in most states in the U.S. If you don't believe it (probably seen it done many times) just call your local police or state patrol.
