In 1977, the International Organization for Standardization
recognized the special and urgent need for standards
for heterogeneous informatic networks and decided to create
a new subcommittee for “Open Systems Interconnection.”

The basic objective of SC16 is to standardize the rules of
interaction between interconnected systems. Thus, only the
external behavior of Open Systems must conform to OSI
Architecture, while the internal organization and functioning
of each individual Open System is out of the sc0p.e of OSI
standards since these are not visible from other systems with
which it is interconnected

Depends upon context. In networking, it stands for Open System Interconnect, as in the ISO/OSI model (http://www.ussg.iu.edu/usail/network/nfs/network_layers.html). In programming, it can refer to the Open Source Initiative (http://www.opensource.org/).
