It's not the 4th place Dutch team, it's the 4th place team from Feyenoord's UEFA Cup Group. That team is Wisla Krakow.
However, I think Feyenoord are appealing this ruling, and Spurs will have to play in Rotterdam behind closed doors. Tottenham would lose out on too much money, irregardless of the fact that they get a bye to the Round of 16.

I understand uefa are considering admitting the fourth place Dutch team to replace Feyenoord.
They are going to announce a decision early next week.
