The question is unclear. Yes, you can sometimes easily tell someone is a psycho, even if you haven't studied psychology or haven't been or aren't a mental yourself.

Of course they can. Signs and symptoms are tell all. You do not need to be diagnosed by a raving lunatic just to be told your in good company.
