I think it was a kids show but not sure -- could have been game show? The memory flashed to me while I was reading my kids a story about children learning to draw...I *think* it was a real memory~

Is it possible you're thinking of Simon in the Land of Chalk Drawings? These were very iconic cartoons in the early 70s...prominently featured on Captain Kangaroo's program, as well as memorably spoofed by Mike Myers on Saturday Night Live years later.

I don't think this was a nationwide show, but it was called Big Bill and Oom-a-gog and a man named Emmett (Everett?) Echohawk would use kids' doodles to make really great pictures.

There was a T V show called Pappy Land. He had a magical paint brush and lots of animal friends such as doodle bug. It was on TLC. He used to draw pictures out of squiggly lines that doodle bug would draw. That might be what you're thinking of. They have a website that might jog your memory. http://pappyland.com/homepage.htm

first thing that came to my head was Mr. Dress up u could check your local listings, but in my area he is still on cable, a channel out of canada the more i think about it there was a show that bill cosby would stand infront of an easil and draw also but not really sure what that was
