Depends on how large the map is, and how much detail can be added to it without being too cluttered.

Assuming a largely blue-and-white map (no colored topographical features, other than water, that is), one could use a fairly thick red line for international boundaries, a thin red line for somewhat autonomous subregions (Scotland, for instance) or areas of disputed sovereignty (Chechnya and Tibet), thin blue lines for states/provinces of larger nations whose subdivisions are generally larger than many nations, and thin, barely noticeable gray lines for any other subdivision (like Germany's bundestaats or French provinces).
