That usually pops up when you're not getting an IP address.

Agree with the above post, sounds like your wireless network? Or a network you're trying to connect to? It could be a number of things, try right clicking on the wireless icon in the system tray, lower right by the clock. Click on repair connection, see if that helps.....

More info would help in diagnosing your problem....

If its WiFi wireless connection you are talking about, then run Microsoft's "wireless zero configuration" utility built into windows XP.

Start/run/%systemroot%\system32\services.msc
scroll down to wireless zero configuration and double click
in general tab, look for service status and click START button

windows will then configure your wireless connection and remove any faults causing the limited connectivity

if you are using dsl, do this:start/ control panel/ (with a blue back ground) click on network and internet connections. (with white back ground, click on net work conn,)/ if you had the white back groung ignore this, now click on network connections/ you should see a icon "local area connection" RIGHT click/ properties/ no in a box like list, dubble click on internet protocall/ dot the box " use the folling ip address" now enter as this is, "IP: 192.168.1.15 Subnet mask: 255.255.255.0 Defalut gateway: 192.168.1.1"

For Cable do the same, but for the ip use this, "ip: 192.168.100.14 Subnet mask: 255.255.255.0 Default gateway: 192.168.100.1

Next: where it says "use the folling DNS server addresses" enter the default gateway in there.

Power cycle your modem and router according to the instructions that came with the router.

If you only have a modem, unplug the power to it and shut down your computer. After a minute, power the modem and wait until all the lights stabilize (1 minute), then reboot your computer.

This error means your network has some problem. check nework connection and related hardware for problems.. giv a brief description of the problem in the question

It could be your Internet service provider,it could be your distance of exchange,it could also be your connection is not properly set up.Just try and be more precise with your question so as to get the best answer

if its refering to a lan connectionn (physical, not wireless) then re-set up the newtork , ip addresses etc.

if that dosent work try and enter the properties of the network card and where you can select the network speed change it to 100 base t or 10 base t instead of auto.
