Clear skys and low humidity. Clouds reflect some heat back to the surface. Water vapor is a greenhouse gas so the less humidity the more heat is lost from the atmosphere.
This is why deserts cool off so much at night.

Clouds reflect radiating heat back down to the earth. On a clear night, without this reflection, the air temperature will drop more than on a cloudy night.

A cloudless sky does allow more heat to radiate to space. Also, low humidity and no wind help the process. I believe, also. that the air at higher elevations will drop faster (of course, it may not get as warm during the day, as well).
