i don't really see the point, but if you really want to, just check with your vet first because cod liver oil has a high concentration of certain vitamins and you don't want to overdose the poor thing

A tortoise getting a good diet adn the appropriate vitamins and lighting does not need and would not benefit from cod liver oil.
