It depends on the type of lock and how much time you have.
If you don't have much time, lock bumping can be a faster way to get in. If the lock is a pin-tumbler type, it's not too difficult with a little practice. If it's a high-security lock with a circular key, other techniques are required.

If you really want to know legally, you'll need to go to locksmithing school. After you graduate, the school will give you a license to practice locksmithing which will allow you to purchase lock picking tools. One catch, you will also need to sign an swear to an afidavit stating that you will not use your skills and tools for clandestine purposes. They have guidelines on what you can pick and not pick. Any violation will cause your license to be revoked and possible criminal charges depending on the seriousness.
Or if you don't want to learn it as a trade, ask around property reposessors and pawn shop owners. One may teach you and sell you the tools for a price.

for what reason you want to do that?
if you often lock yourself out of the car, it;s nice to have AAA.
it's hard to open a lock on a car since it has tooth on both sides
if you lock your self out of home often, it's nice to leave a key in a secret place near home, For Example: under a secret stone behind a bush ( you can figure that out)
for play around, you need basic tool, like a lock pick tool set, when you buy it, often you need to sign a document which promise to use it in a legal way. You can get into trouble if police find a lock pick set in your car without any good reason.

use a hair pin.. it works on smaller locks. if all else fails, use a hammer ;)
