WARNING - If you Restore to a previous Restore Point, which is sometimes necessary, be aware that any software installed on you computer after the date of that previous Restore Point will be lost.
Recommend the following be done on a regular (at least weekly if not daily) basis for good house-keeping on your computer - you will not lose programs, games, etc.
1. INTERNET EXPLORER - Internet Options - General - Delete Cookies - Yes
2. INTERNET EXPLORER - Internet Options - General - Delete Files - Check "Delete all offline content" - OK
The frequency of Defragmenting your Drives (also part of good house-keeping) depends on their size, the % of Used vs Free space, file creation & deletion volatility, etc.

Deleting cache and cookies should be done on a regular basis--every week or so. Some people do it every day before shutting down the computer for the night. You probably have just exceeded the memory space allocated for the temporary files.
Generally, system restore will restore your computer to a previous date. Anything done after that will be lost. From what you've said, you don't need to implement this option at this time.

If you delete the Temporary Internet Files (cookies, history) you will not lose any of your programs.
When you surf, images and other files are stored temporarily on your hard drive to make the page load faster. A lot of times this stuff isn't flushed out automatically, so you have to go in and clear it out.
It won't do any damage to your computer.

No all the temporary internet files do is to load web pages you have visited faster, and to keep a log of where you have been.
cookies are just used to remember info about your visit to a site such as remember me and set up and to keep you logged in, stuff like that
go ahead and delete them it is a good idea to do that every once and a while anyway

It will clear data used by internet browsers and nothing more. Those are just the remains of pages that you looked at.
It will not affect your actual programs.
