If you are asking how to get eyeliner to stay on your eyelids then you should try to line it as close to the lashes as you can, and even on them, because then when you blink, that part of the eye lid shouldnt really be affected by the moisture in your eyes. Also use waterproof eyeliner. Liquid eyeliner usually stays on longer but its tricky to apply and can be messy if you dont know how to do it properly.

When you line your eyes (outter not inside eyelid) put a corresponding shadow that matches or closely matches on over it, carefully using the pointy ended sponge of the makeup applicator. You're liner won't come off until you wash it off. This might be less hassle than trying to get waterproof eyeliner off. But if you do use the waterproof kind, use baby oil and a cotton ball to remove so you don't pull the skin around your eye. It comes off easily with baby oil and it's cheap.

There are many long lasting or waterproof eyeliners on the market these days. Another tip is to line your lid with your chosen liner, then, using a very narrow brush, cover the line with eyeshadow of a similar clour to the eyeliner. this will help it stay in place.

try putting a loose translucent powder on it. just a dusting though.
this will only work if you are putting the eyeliner on the outside of the upper or lower eye, if you are putting it in the eye however, you can expect the eyeliner to wear off.
if you take a large powder brush and lightly tap the eye(before you put mascara on) one or two times, i personally have found that my eyeliner will stay on longer.

I always stroke a little eye shadow of the same color over the line of eyeliner, especially if it is pencil. Then, load one of those pointed foam smudgers with a little of both, pop the cap on, and put it in your handbag to carry with you for the day. If during the day you notice it getting a little worn off, you can whip the smudger out of your handbag and touch it up. Most soft, natural looks need a little touch-up now and then to look fresh.

The best eyeliner I've found that stays on all day is ULTA long lasting waterproof eyeliner (at ULTA stores or ulta.com)

I like either Avon Glimmersticks(don't worry they arent all glittery) or Mary Kay Signature Eyeliner- plus both of these are the twist up- so you always have the same siz tip and don't need to sharpen! I love them a lot!

I only had issue when I put the eyeliner on the top side of my eyelashes. When applied to the bottom side of the eyelashes, it will stay all day until I wash it off. (This was in regards to the lower lid)

my mom told me a little beauty secret a while back- if you take a match or lighter and burn the tip of your eyeliner pencil for a few seconds, it will last longer. it works for me. also try buying extra long lasting eyeliner... id go with revlon $9.00 at CVS. good luck!
