The highest bridge over water is over the Royal Gorge of the Arkansas River, about 6 miles west of Canyon City, CO.
I Googled it in less time than it takes to type it.

You really should learn to use a search engine:
http://www.dogpile.com/info.dogpl/search/web/highest%252Bbridge%252Bover%252Bwater/1/-/1/-/-/-/1/-/-/-/-/-/-/-/-/-/-/-/-/-/-/-/-/-/-/-/-/-/-/-/-/-/-/-/-/-/-/-/-/-/-/-/-/-/-/-/-/-/-/-/-/-/417/top/-/-/-/0
Which yields:
http://www.didyouknow.cd/bridges.htm
resulting in: "If you were thinking of the bridge that stands highest over water, then the Royal Gorge Bridge over the Arkansas River in Colorado, US is your answer. Built in 1929 for $350,000, it spans 321 m (1,053 ft) above the water."
