This sounds like a problem with your car's thermostat. Take it to a repair shop and they can test it for you. Thermostats have springs in them that can wear out over time. You might have the wrong one for the season, too. I've put a winter thermostat in a car and then changed it out for a summer one if the other wasn't acting just right.

This is not an expensive part and is fairly easy to replace, so the labor charges shouldn't be too costly either.

There's nothing wrong. It just means your engine is running efficiently and generating little heat. There's no reason to warm up your car for 15 minutes. It will warm up faster and be better for the engine if you start driving right off, as long as you don't push it to hard for a few minutes.
I think some people thought "antifreeze in the car" meant on the floor.

Your heater core is busted. They aren't expensive, but you will pretty much have to take apart the entire dash to replace it. Very irritating. Good luck.
