Yes, this is a very badly worded problem. You also say that Andy's age is 2x his brother's age - 3 years. If the 3 years refers to Andy's age, then that is your answer. Andy is 3 years old. If 3 years refers to his brother's age, then Andy is 6 years old. The answer is in plain sight but the problem is so unclear that it's difficult to identify the brother's age. Bill means nothing in this problem.

So X is Bill's age. Let A be Andy's age. Just translate the words to equations. "Andy's age is two times his brother's age, minus three years" means A = 2*X - 3. We're not told what Bill's actual age is, so that's all we can say Andy's age is: 2*X - 3.

x=2x or 1x= 2x because the 1 is assumed if a letter is alone.
1x/x=2x/x divide by x
1=2x
1/2=2x/2 divide by 2 to get the x alone to solve for it.
1/2 = x so bill is 1/2 or 6 months old
andy 2x so mult. by 1/2 2(1/2)= 1 andy is 1 yr old
