These are some of my private videos made with a camera. I want to be able to put a passwrd on the DVD so only I can play it.
IE Parental control

When I have had VHS tapes from a church jumble sale it is amazing some of the private recordings that can be found! I don't want to risk any of my DVDs ending up like that!

Parental controls will not help you. Even if you put parental controls in your TV, if someone else gets that DVD, they may not have parental controls on their TV.

What you really want is a scrambled DVD; however, none of the DVD players have any mechanism to playback password-protected content.

What you need is a "safe" ,where you can lock your DVDs and make sure nobody can have access to them.

You can't do it on a DVD. It's not set up that way. You can only set up parental controls of that type through the display unit that it will be used with...TV. DVD Player etc...
