No way ever. Silver Surfer is on a whole other level from most Marvel and DC charactors.
Superman: superstrength, heat vision, superfast, nearly invulnernable, super intelligent, can survive in vacuum of space.
Silver Surfer: super strength, super fast, nearly invulnernable, super intelligent(on a level supey can't match), can survive in the vacuum of space
Then the kicker: Surfer wields the power Cosmic. He can cause changes at a molecular level, he has cosmic insight, his speed is far greater than Supes, he fights in a calm, calculated manner.
Say it's a fight to the death: Surfer would use his cosmic insight to find out how Superman functions. And, he would block the yellow suns rays then drain him or vice versa. Or, just grab him and zoom his way to a red sun galaxy. Or, turn his tights into kryptonite. He might even decide to beat him to death. When written correctly, there are very few non-cosmic beings that could stand up to the Silver Surfer.

The Surfer can transmute elements. Assuming he knows that Supes weakness is Kryptonite, Surfer wins. Otherwise big S has the edge in raw power and toughness. Of course, if Galactus shows up Supes better run and hide

No, Superman is mortal, while the surfer is not. Due to the way he was created, unless he is destroyed, Surfer will live forever. Superman can not. Besides, Since Surfer has no weakness in space, he can take Superman to an area with a Red Sun and kill him.

He could...but it is not likely. The Surfer can drain Supes of his solar energy, making him temporarely as normal as a human. Superman would most probably realize that the Surfer is also a force of good, and visa versa, and team-up to smack down Galactus.
