Isn't it time funds were frozen and communication with the PA was cut off by Olmert?

What is the other side that the PA has been dealing with? The other side of the only conflict the PA is involved in is Israel. Members of both Hamas and Fatah are part of the PA and have been democratically elected by the people of the West Bank and Gaza. To discard the results of a democratic election is hypocrasy on the part of any democratic nation that is doing so.

Funds and communication between Israel and the PA have been cut off for years. The funds that have been released are Taxes that Israel collects for the PA and promised to never withhold. The PA cannot function without funds to pay police, teachers, etc. Israel controls most of what happens in the West Bank, making the PA only a shaddow of a government to begin with. By whitholding funds Israel was preventing it from doing even that.

Lack of funds, sever restriction of movement within the OT, Hold up of goods (including humanitarian supplies) on Israel's side of the border are some of the factors that lead to Hamas taking power. The Palestinians lost faith that Abbas could help them since Israel ignored him as they had Arafat. The Palestinians only had one other choice open to them - Hamas.

Israel seems to be starting to learn that they have to work with the other side if they want peace. Starving Palestinians do not make good partners, but they do make dedicated combatants. History has shown that a population they does not have to wory about food and freedom are much more peaceful, even if they are living under occupation, than those who are forced to watch their children die. Police that are paid are more likely to try to stop those attacking Israel than ones who are not.

Israel is the occupying force in the west band and Gaza and international humanitarian law puts the responsibility for the residents of that occupied land in Israel's hands. Israel has not been honoring their promise in this aspect. They have received verbal condemnation from every nation, including the US (although in a less forceful voice) in this matter.

Depends where the funds come from and if Israel is reluctant to inconvenience the source. Anyway, better that Israel and PA do business rather than shoot at each other.

When I read this this morning I was as puzzled as you are. As far as I can gather it seems to be a goodwill gesture on the part of Israel to get negotiations going its way. Problem is, the Palestinians will not keep their promises, as it is their mission to kill all Jews and take Israel for themselves. Of course, God will not allow this to happen. Maybe the Israeli leadership knows more than we do about God's plane for the City of David.
