I don't really have any idea what reasons there are for the decline in the reading skills of high school students, but once you do some research and find out reasons A, B, and C, your thesis statement could simply be:
The reading skills of high school students have been declining over the past several years because A, B, and C.

you have to do RESEARCH to determine what caused the decline then state the results in your thesis using the facts
you have uncovered from research maybe:

High school reading skills have declined because the quality of schools has decreased during the last 40 years in the USA.

Students in high school don't read as well as they used to and the main reason is changes in society and culture that mean young people don't need to read.

High school reading scores have declined because corporal punishment is no longer allowed in school.

Because of the increased percentage of the population attending high school in the last few decades, children from poor families have been included and they often don't read well, bringing high school reading skills down.

lack of reading in thier spare time. kids used to read more. reading makes your brain sharper. More use of technology dulls the brain into only taking what it shown instead of looking for whats not there and filling in the blanks. Reading is like any other skill it takes practice, without it the skills lessen. The brain is a muscle like any other.
