Lying about accepting money from Abramoff and conspiring to cover up the bribes. Abramoff was lobbying for several Indian tribes and spread around a lot of money to many politicians of both parties to get favorable casino legislation passed.
Ney lied about it under oath.
The other politicians (such as Hillary Clinton) donated the money to charity or other causes when they get caught with it in their campaign funds.

Accepting bribes.
I wish it were a crime to be a sphincter, but unfortunately it isn't. If it were, he'd get the key thrown away.

He was taking bribe like the rest of congress,he just got caught.He should have hide it in his freezer like the other dude did.
