"Psychic vampires" is a metaphor--there are no long teeth, no supernatural powers involved. Instead, it's a term for those people in your life who seem to thrive off other people's emotional energy, but seem unable to create their own energy. Almost every psychic vampire I know was originally an enabler for someone else who was a psychic vampire--someone who couldn't get over a crisis in their life and used their victim status to manipulate (often without realizing it) others into consistently coming to their aid. Everyone can use help from others sometimes. The problem develops if it continues, and the victim starts *needing* the others more and more, and counting on themselves less and less.

Eventually the person who has been giving, giving, giving starts to run out of the emotional energy to do so, and b/c s/he's now mired in that pattern, starts creating situations in which OTHERS must help. It's a thought process like, "I've been doing so much for X, why is nobody doing the same for me?"

It's easy to get caught in that "I'm a victim too" mindset, but if one stays in it indefinitely, always needing others to lift them out of their negative place, one becomes a psychic vampire.
