A true universal solvent will dissolve anything. (None actually exist)
Water is usually called that, simply because if dissolves so many things. The polar nature of water allows it to dissolve ionic and many non-ionic compounds. Probably more than most any liquid around.

as above but actually impossible because it would have to be able to dissolve it's own components ( and when something is dissolved it contaminates and weakens the solvent therefore it would have to be entirely eliminated) ( even though i suppose an extremely hot plasma would qualify since it would strip anything down to it's component atoms - lol )
