Location is 26°17'37.76" S and 80°06'0" W. One can see it very well with google earth. There is a 1,25miles long runway and a few small buildings. Any ideas what is the island for ? Who owes it ?

The island is San Felix. It belongs to Chile.
There are no permanent sources of fresh water on the islands. Vertebrates inhabiting both islands are exclusively limited to birds. Ten species of marine birds and one land bird species, some of them endangered, make their nests on or visit the islands.
Because of their isolation and difficulty of access, there are no human settlements on these islands, but a detachment of the Chilean Navy is stationed on Isla San Félix.

San Felix NAS
Part of the Desventuradas Islands. There are two main island Isla San Felix and Isla San Ambrosio. The islands are volcanic in origin and have no human settlements. There is a detachment of the Chilean Navy is stationed on Isla San Félix.

It is San Felix Island and belongs to Chile, it is a military establishment, hence the runway, but it looks as though no body actually lives there, it is just used as a base.

It appears to be shown on here http://www.nrao.edu/pr/1999/alma/chile_map.jpg - looks as thought it might be called Isla San Felix but it is hard to read on that map.
