Two words, Captain Marvel. If your talking the best superhero, he's definitely the one. He has the powers of all the greek gods meaning, he's faster than the Flash, Stronger and tougher than Superman, smarter than Batman, and more powerful than any other heroes. Also since his alter ego is a kid, he has an innocent point of view untainted by addult ideology and bullsh*t.

The two who have the widest recognizability and have had the most marketing, and have been translated into the greatest number of languages other than English are Tarzan and Superman. Everything else is a matter of opinion.

Batman, because he didn't have special powers. Sure most of us wouldn't have the training in martial arts. Sure most of us wouldn't have the money to make or buy the gadgets. Yet IF we did we could be Batman. After that I think Spiderman is the hottest right now, most goes in cycles though.

Spider-man. He's a nerdy guy who becomes something more. Most people who read comic books relate to him.
Superman is the worst hero in my opinion. He's almost unbeatable. If you don't have kryptonite, the fight is over.
