BTW I'm English.

But I was talking to someone the other day and they said your congress will not allow your president to have a black vice- president because it's almost guaranteed that some crazy nut will kill the president just so their will be a black US president.

Is this true, even partially – as in people have expressed ‘concern’ that this could happen?

Is this just stoner waffle?

Sounds like a stoner waffle to me. There have always been tasteless jokes about being "only a heartbeat away" from the presidency, but they are no worse than the ones about Prince Phillip being only a heartbeat away from the crown. It's just a grim fact of their lives that they are there mostly as a spare.

At least a Prince knows he will rule someday, barring the extremely unforeseen. But a vice-president must wonder if he isn't making himself so unpopular in the position that when time comes for him to run for president, his term as vice may really work against him.

But no, there's no racial rules, written or unwritten. People may go so far as to joke, but it's just being tacky.

A purple colored person could be President or Vice President of the U.S. as long a they are an American citizen born in the U.S. and receive the most votes in the Electoral College. I'm sure that this has crossed some minds though, but you're probably not going to hear it discussed openly in Congress.

I don't know what a stoner waffle is but there is nothing to prevent a black person from running.

The ones that should don't and thats that shouldn't try.

The security that is around the president and vice-president after 9/11 not likely .

I think someone is taking an old Chris Rock joke and trying to pass it off as truth.

Congress can't say who is the vice President. That is decided by the Electoral College, who has every right to elected anyone of any color. The only prohibition in the Constitution is that the VP can not be from the same state as the President and that they must be eligible to serve as President.

Congress could not do this even if it wanted to. The 15th Amendment to the U.S. Constitution states: "The right of citizens of the United States to vote shall not be denied or abridged by the United States or by any State on account of race, color, or previous condition of servitude." The Courts have extended this somewhat to prevent discrimination generally on account of race or condition of slavery.

The premise is incorrect because the congress has nothing to do with nor any influence over who a presidential candidate picks as their running mate.
