All of these answers are good.
One problem a lot of people run into, though, are unlisted numbers and cellular phones.
If you absoultely MUST find out the owner of an unlisted or cellular number, there are investigative sites that will search it for a nominal fee ($35~$90). Generally, they get the number. Most good services refund the fee, if they don't find a number.
If it's a legal matter, law enformcent agencies (through the phone network provider) can track down the account holders name for just about any phone number (though there's no guarantee the name on the account is legit).

I suggest this reverse phone lookup service: http://reversephone.toptips.org
It's a cheap service that works great!
It could be used for a much deeper search. You can use it to get hold of different varieties of background reports, and in addition cell numbers, addresses and names..
you can get unlimited reports... I ran with this because I required to verify more numbers. You can get the name, other phone number, address history, relatives, and much more about anyone!
The completly free reverse phone lookup generally doesn't provide anything interesting. To get interesting information, money will must be paid. The free searches don't provide considerably more than what may be found through the phone directory.
The reverse phone detective search tool does work, but you should use just the service that I posted above. The last thing you want to do, is pay for a service and find the numbers you want to lookup are not available in their directory.
The service that I reccomend doesn't have any kind of problem , you won't get any bad surprise!

Get a No Cost Phone Number Scan at https://bitly.im/aL0te
Its a good way to start. The place lets you to do a no cost phone scan simply to find out if any telephone data is there. This basic alalysis is done without cost. For a full detailed report its a modest payment.
Here's Reverse / Whose Number Lookup page. If you're talking about cell phones, you usually have to pay for that. I've had pretty good luck just using Google a phone number to find out who's calling. If you are researching a quantity of numbers, though, I suppose, you might want a service. I can't imagine why the average person would need to research a quantity of numbers, though, so I assume this is business-related, and it then seems only fair that you pay for a service. But maybe it's not.

Type the phone number into Google's search engine. If it's listed, Google will know it. Actual phonebook listings will appear at the top, and will have a phone icon to distinguish them from other listings.

Most public libraries have printed reverse directories that you can use, especially if the number is local.
