higher amounts of electicity used to power glow plugs require a relay . smaller amount is used to make the connection turn on .
knowing this may give you few more places to look .
a jump wire can b used if u disconnect , power to the plugs at a main terminal, to avoid further complications .

Had the same with my laguna, the power comes from the engine management box and is mega expensive to replace(no repair possible) but I took it to an auto electrician who wired in a small relay and works fine, cost me £90, you might find that your power already comes from a relay in which case its an easy and cheap diy fix but check with your manual first. If you need to start it in the meantime place a wire from the positive side of the battery to the top of one of the plugs for around 30 secs and then crank it over should start easily

With dc elec tester,follow wire from glow plugs to relay or short.

make sure battry is not defective i:e discharge test to confirm heater plug relay clicks on timeout if working may have inhibitor on diesel pump (bad contact broken wire ) jumper lead from battry + to heater plug rail for about 30 seconds will overide system and start engine if heater plugs ok and diesel is present
