It seems like the most recent smoker--even if not a lifetime habit--was President Ronald Reagan.

Apparently the present President Bush smokes the occasional cigar. President Reagan quit smoking after his brother had cancer of the voice box. President Kennedy was also a cigar smoker (not in public though). FDR was often seen smoking with the use of a cigarette holder.
