He did get fired from writing for ECW, because Vince felt that someone needed to take the fall for the horrible ECW pay per view (even though vince came up with all of the horrible stuff).
What they are doing is keeping Paul's contract in tact. He is not a creative staff member, but is still considered a television personality. While they won't use him, they want to keep him locked in with WWE to prevent him from going to TNA.
