I've been using this site for long time (at least 2 years) and it is really FREE. You can upload your music files or pictures and later you can send it to your phone. They convert music files in ringtones. It is a cool site. Also, you can search for an specific song that another person already upload to the site.

Mohammad is right. Zedge and Mobile9 are free. You just need to create a profile. It is also a good place to get free themes, wallpapers and phone applications for various kinds of mobile phones. Just be sure that your phone either supports USB cable, infrared or bluetooth for file transfer. If your phone supports IR or bluetooth, you will also need a dongle for your computer that will allow it to synch with your phone.
Downloading stuff directly to your phone from the Internet incurs charges from your mobile service provider that are not exactly cheap.
