The $1.99 is simply an intro rate for a domain name. This will get you the name for 1 year, with only a VERY basic single webpage. After that first year, standrad rate is $9.99/year.

That page only has a few templates and the only info you can update is a couple hundred words for description, and your mailing/contact info.

It also gives you one email address that you can set up, along with a "catch all" service. This means you could set up the one address as info@yourdomain.com and the catchall will forward anything@yourdomain.com to that info address.
