Same as elephants:
They could be sedated and the horn taken off to skin level but a % of the horn is deep inside and would require massive invasive surgery to remove at great risk to the animal.
When the horn has been removed to skin level poachers have still been known to slaughter the poor creatures for the 4 or 5 inches of ivory deep inside. Weight for weight ivory is worth more than gold!!

Good question!
The same could be said for elephant tusks...
If that were the only reason for the slaughter of endangered species, the answers would be all too easy, at least to prevent poaching of certain species....
I think a lot of it comes down to sick hunters taking pride in killing such a powerful and coveted trophy..

However, that would not solve the poaching problem for the tiger, whose whole body is of extreme value because of uses within chinese medicine and Gorilla's who's hands/paws are chopped off to make trophy ashtrays..

Without a doubt we live in a sick world, where not only those that commit the crime should be shot, but also those that buy the end product...

The removal of the horn would be physically and psychologically damaging to the animal. It would be the same if someone amputated your arm for no reason. It's cruel, and not to mention, illegal.
