The Prime Minister is the person who triggers a general election by going to the Palace to see the Monarch. When this happens, the PM will seek an audience with the Monarch and say words to the effect of "Your Majesty, I seek a dissoultion of Parliament". It should be noted that no request for a dissoultion has ever been rejected. The Prime Minister then travels back to Downing Street (in 2001, he went to a school) and announced the date of the general election.

The longest general election campaign I can remember is five weeks (from March 17th 1997 to May 1st 1997), but the norm is usually four weeks.
