HIV transmission during oral sex is possible for the person sucking, but is thought to require co-factors such as bleeding gums, a high viral load, throat infections, urethral infections, and is associated with having many partners and nitrate inhalant use (poppers).

That all depends if there are open sores or cuts in the mouth or gums or fillings missing from teeth. They the chances are great if the other person is infected.
It there are none then chances of contacting HIV, even by swallowing are lower, but still there.
It is safest to use a condom, even in oral. The risks are just too great.

It IS possible.
Any cut or abrasion within the mouth(including Cavities that may be deep enough or bleeding gums/gingivitis) which gives access to the bloodstream have the potential to transmit HIV. I personally know one person that DID catch HIV this way. Why do I believe him? Honestly, once you get him talking he will tell you in minute detail each and every nuance about his sexual encounters(yep, he likes to brag), I seriously doubt if he actually allowed the guy to, um, penetrate, he would leave that out. It would serve no purpose for him to do so.

Theoretically it's possible, but there are little known documented cases of it happening. When you compare oral sex and, say, anal sex, oral sex is going to be the least riskiest. But it's not without risk. Aside from HIV, a person could also be infected with other STDs like herpes and chlamydia.
Bottom line: sex is sex. If you HAVE to have sex, choose the least riskiest route. But if you can wait, know your partner and their background. Get tested. Then have fun.

The chances of getting HIV through oral sex are infintesimal.
However, you will rarely hear this because the CDC and WHO don't want people just going around doing this.
Let me clarify this - it's much harder for a man to get HIV from a woman giving oral than vice versa.

UK guidance on the transmission of HIV doesn't gauge oral sex as being likely (legally caveated) to be a route.
US guidance is more stringent, I understand.
The truth probably lies somewhere mid-atlantic

Yes, it can. There is still an exchange of bodily fluids, in this case, saliva. >
