clean the fans with dry cotton swabs and compressed air.
apply a new layer of thermal paste on the cpu while cleaning the heat sinc.
then defrag.
it will help a little, a cool computer is a happy computer haha

The easiest way:
Right click on any drive you want to clean up(especially the one containing your operating system), Then Properties>Disk Clean Up.
You can use some programs for freeing up RAM, or speeding up the PC.

Run clean disk. Run Defrag. Set chkdsk/r at the command prompt and then reboot

On a windows, run a disk defragmenter on your hard drive. It'll help find programs faster. You can also get more RAM (memory) or shut down you computer. Turn off programs that are using a lot of memory that you donn't need.

Go to Start>All Programs>Accessories>System Tools>Defrag your computer>Run disc clean-up
Go to the top of this screen to Tools>Internet Options>Delete cookies, files and history.
(You can also do this from the control panel)
Go to Start>Control Panel>Add/Remove Programs>Delete any programs you are not using or need
Buy more RAM

If you mean cleaning by getting rid of files and programs you no longer need, then just uninstall them.

Defragment it
Run adware scan(ad-aware software)
if you can, run->msconfig and uncheck all those program that you won't need when you start the comp.(do it with caution thought, some are necessary component.
download more ram.

clean it of all its redundent files, unwanted programs and tweak it to a faster pC.
remove all memory resident programs that you dont need, and uninstall all un necesary software.

Go to best buy or circuit city and buy "Norton Systemworks", it cleans up everything in the world.
-if you have no money go to www.download.com and get Adaware and also go to www.trendmicro.com and do the free antivirus scan.
