My French teacher grew up speaking French in a little town in Maine, so I would say no.

There are probably other towns close to the Canadian Border too. Lousiana has lots of little towns besides New Orleans where you can hear french spoken. Can't name any of them though.

There are a number of towns in Maine, and probably New Hampshire as well (Manchester, I believe. possibly Nashua).
New Paltz, NY has some of its French Hugonaut founders' buildings intact (a beautiful street almost entirely intact), but other than a few last names here and there, nothing else culturally surviving.
