Once upon a time perhaps it was but now it doesn't seem so. Yes the people can vote, but how those candidates get to the voting block is controlled by those with the $$$$$$. The voters can reject some of them of course no matter how much $ is spread around but all we are doing is picking the other one that was sponsored by an other group with $$$$$$$. Sighhhhh....

Technically, special interests are people too. :)
Our representatives will continue to listen to special interests instead of the general population as long as we continue to re-elect them based on party instead of performance. The 2 party system is a travesty. It forces us to choose the lesser of 2 evils instead of someone we really believe will represent us.

As long as we have free elections we will always have a government of the people, by the people, and for the people. The problem is that too many people are too easily suckered by politicians and their lies.

That is easily remedied, it is called informed voters, unfortunately, most people don't even bother to vote, let alone research the candidates. More people care about the silly actors in Hollywood than the politicians that 'run' the country.
