get some lavender essential oil (be sure it is real not synthetic as the synthetics have no medicinal properties)..I'll post a link.
Sprinkle it liberally on her bed or sheet or on a tissue that you hold near her nose and let her breathe it. It might also help if fussy as it calms you down and if someone (like an adult) can't sleep due to worrying and problems, it is very effective.
You could also get the herb by the ounce in bulk herbs (sold in health foods stores, coops, and on-line) and put some in a sock tied or a little pillow you make and tuck in near her nose. Refresh it with essential oil or squeeze it. Can do the same thing (pillow) with the herb hops.
Any herb an adult uses is safe for kids if you use an infant dose. Use Clark's rule for how to measure (and use a tincture). I will go get some links to explain Clark's rule. Be right back
Ok here is Clark's rule (but he doesn't call it that)..if you follow his advise for mixing it to sweeten, do not use honey as under one year old honey can be dangerous..use real maple syrup instead
Measure the tincture in drops--first figuring out the right percentage by wieght ..so instance an adult does of a tincture is say 60 drops..this is calculated for 150 pound person..if you have a 15 lb baby 15/150 = 1/10th so you give 1/10th of adult dose or 6 drops. http://www.herbdoc.com/p63.asp chamomile might be a good one for this.

These are wonderful resources for a parent to keep on hand. Good luck..ignore people calling you nuts..they just aren't educted in national living.

BAD MOMMY ! BAD MOMMY ! Didn't you know having babies requires getting up at all hours of the night? Why don't you try going to sleep a little earlier. Let the dishes or clothes wait til later. Rest is what you need to function and make rational decisions in regard to your baby's care. The use of Herbal supplements haven't been approved for use in babies or children. Better hope no one here knows you in real life, you might get reported for child abuse. I sure hope you find another avenue to pursue in this matter.
After reading Janie's input and all the links, I have another comment. Please go see your Pediatrician for advise. Don't follow what's put in some magazine (here today and gone tomorrow fads) and risk a chance of harm to your child that may not show up for years to come.

You should not use herbs for a baby. Instead try adding a small dab of rice cereal to her night time bottle so she sleeps through the night. You should not be trying to make her sleep longer in the morning though. You need to adjust YOUR schedule to fit hers not the other way around.

Please keep in mind the government can take away your child, or make it difficult for you to have peace if you are caught giving your baby or child herbs (drugs).
Just because something is herbal or all natural it is still a drug. This is the way the government sees this.
Just be careful!

I am sorry to say that you shouldn't give anything to your child just becasue you may want to sleep later in the morning. Sorry...A child will regulate his or her sleepinig patterns as he/she grows.
