The American film industry must count as very successfull culture. I think that Europeans can be a little to elitist about this issue. I mean, how many Brits have read Shakespeare or speak and write English well? We are not particularly cultural in comparison to the US. We don't even rate philosophy and most of our artists seem pretentious and uncreative.
I don't think that you are arrogant or neurotic, just incorrect.

Of course we have a culture, though obviously not one of which you approve. Any group, whether it be a nation, community, or institution has norms, traditions, etc which are it's culture.
Are you referring to our lack of operas or classical musicians? If so, the reason they are more prevalent in Italy, for example, than they are here is because Italy was established at a time when that was the popular music of the day, and they have carried on that tradition. The United States was formed after the fact. We have hip hop and rock and roll.

It would be more correct to say that USA have a down rated culture. But, cose there are always exceptions, this country gave birth to some of the greatest people in human history.
I am not american and I'm not very fond of this country, but we should give back to Caesar what belongs to Caesar.

It might be a little arrogant, but as an American I can tell you that this country does lack a lot of culture in some places, and I can tell you that my opinion comes from the places I've lived and visited around the country. I haven't been to a lot of places, but I've been to enough.

I hate questions like this....
I love my country and believe that we have much to be proud of, but I'm also not blind....
The same country that has given the world Mark Twain, Eugene O'Neill and Joseph Heller,
Charlie Parker, Jimi Hendrix, Aaron Copland,
Orson Welles and John Sayles,
Robert Frost and Maya Angelou,
Andrew Wyeth and Georgia O'Keefe...
...I readily admit has also produced a cesspool of crass and ultimately empty popular crap.
One has to take the good with the bad, I suppose.

“I've lived in Europe for the better part of twenty years, and I've noticed that one of the biggest errors Europeans make is to dismiss America as having no culture. That's an incredible mistake, and whether it's born of arrogance or neurosis, it's wrong.”...hmmmm?...

the question one above yours is: "who would you rather get in a fight with,Paris Hilton or Lindsay Lohan?" (and the asker misspelled 'Lindsay')
I think this is fairly representative of U.S. culture in general.
